## Agent rules

- API keys are issued and validated by Avola and are scoped to the linked user account.
- Keep keys server-side and read them from an environment secret.
- Confirm service and target with the user before placing an order.
- Use a stable request ID for idempotent order creation.
- Supplier identities, supplier IDs, supplier rates, internal costs and credentials are not public API data.
